Operative part of the judgment

The Tribunal:

Annuls the decision of the Appointing Authority of the European External Action Service of 9 October 2013 establishing the list of officials promoted under promotion year 2013 in so far as the name of Mr Gross is not included;

Orders the European External Action Service to bear its own costs and to pay the costs incurred by Mr Gross.
