The Tribunal:

Annuls the European Commission’s decision of 12 March 2012 definitively establishing Mr Cwik’s new staff report in respect of the appraisal period 1995/1997;

Orders the European Commission to pay Mr Cwik the sum of EUR 15 000 by way of compensation for the non-material harm suffered;

Dismisses the action as to the remainder;

Declares that the European Commission is to bear its own costs and orders it to pay the costs incurred by Mr Cwik.
