The Tribunal:

Dismisses the action as inadmissible;

Declares that Mr Colart and the other applicants whose names are set out in the annex are to bear half of their own costs;

Declares that the European Parliament is to bear its own costs and orders it to pay half of the costs incurred by the applicants.
