1.    The action is dismissed as inadmissible.

2.    Hüttenwerke Krupp Mannesmann GmbH, Rogesa - Roheisengesellschaft Saar mbH, Salzgitter Flachstaht Gmbh, ThyssenKrupp Steel Europe AG, and voestalpine Stahl GmbH are ordered to pay the costs, including those relating to the proceedings for interim relief.
