The applicant claims that the Court should:

rule that the Hellenic Republic, by having failed to review and, if necessary, update by 22 December 2019 the flood hazard maps and flood risk maps and by having failed to make available to the Commission by 22 March 2020 their review and potential updates, has failed to fulfil its obligations under Article 14(2) and Article 15(1) of Directive 2007/60/EC of the European Parliament and of the Council of 23 October 2007 on the assessment and management of flood risks; 1

order the Hellenic Republic to pay the costs.

Pleas in law and main arguments

The European Commission submits that the Hellenic Republic failed to review and, if necessary, update the flood hazard maps and flood risk maps within the time limits provided for.

In addition, the European Commission submits that the Hellenic Republic failed to make available to the Commission the review of and potential updates to the flood hazard maps and flood risk maps within the time limits provided for.

On those grounds, the Hellenic Republic infringed Article 14(2) and Article 15(1) of Directive 2007/60/EC.
