The Court:

Dismisses the action;

2.

Orders Sasol Germany GmbH, SI Group – Béthune and BASF SE to bear their own costs and to pay those incurred by the European Commission;

3.

Orders the Federal Republic of Germany and the European Chemicals Agency (ECHA) to bear their own costs.
