Contet, Principal Administrator, has given a judgment on 30 March 2004 in which it:

1)    Dismisses the appeal;

2)    Orders the appellants to bear their own costs and to pay those incurred by the European Parliament;

3)    Orders the Kingdom of the Netherlands, the Council of the European Union and the Commission of the European Communities to bear their own costs.
