The Court:

Dismisses the actions;

Orders Ziegler SA to bear its own costs and to pay those incurred by the European Commission in Case T-539/12;

Orders Ziegler Relocation SA to bear its own costs and to pay those incurred by the European Commission in Case T-150/13.
