Must the provisions of Directive 96/67/EC on access to the groundhandling market at Community airports, 1 in particular Articles 1, 6 and 7 thereof, be regarded as precluding the application of Article 102 TFEU – and of any other rule having the same content – in situations concerning a refusal of access to the airport infrastructure necessary for the provision of groundhandling services at [EU] airports which have not reached the threshold of two million passengers?
