The Court:

Sets aside the judgment of the Civil Service Tribunal of the European Union (First Chamber) of 11 December 2013 in Teughels v Commission (F-117/11).

Dismisses the action brought by Catherine Teughels before the Civil Service Tribunal in Case F-117/11.

Orders Ms Teughels to bear her own costs on appeal and to pay those incurred by the European Commission on appeal, and orders the Commission to bear its own costs associated with the cross-appeal.

Orders Ms Teughels and the Commission each to bear their own costs at first instance.
