makes the following

Order

1        By form lodged at the Registry of the Court of First Instance on 13 November 2007, Mr. Ammayappan Ayyanarsamy applied for legal aid in respect of an application for, on the one side, the annulment of the Commission’s letter of 18 September 2007, informing the applicant that the Commission cannot intervene in his favour before the German courts and, on the other, compensation for the loss allegedly suffered by the applicant on account of the German authorities’ behaviour (case T‑412/07).

2        Under Article 94(3) of the Rules of Procedure, legal aid shall be refused if the action in respect of which the application is made appears to be manifestly inadmissible or manifestly unfounded.

3        Under Article 96(1) of the Rules of Procedure, before giving its decision on an application for legal aid, the Court of First Instance shall invite the other party to submit its written observations unless it is already apparent from the information produced that the conditions laid down in Article 94(3) have been satisfied.

4        In the present case, by Order of today’s date, the Court dismissed the application brought by Mr. Ammayappan Ayyanarsamy, in part because the Court has no jurisdiction to take cognisance of the action and, in part, because the action is manifestly inadmissible (see case T‑412/07 Ammayappan Ayyanarsamy v. Commission and Germany, not published in the ECR).

5        In those circumstances, the application for legal aid must be rejected without it being necessary to hear the other parties concerned.

hereby orders:

The application for legal aid in Case T-412/07 AJ is rejected.
