annul section 8 of ECB Decision ECB-SSM-2023-FRSOG-44 of 30 November 2023 (taken together with its annexes), in so far as it prescribes measures to be taken regarding irrevocable payment commitments in respect of the deposit guarantee schemes or the resolution fund;
order the defendant to pay all the costs.
