The Court:

Dismisses the action.

Orders Altstoff Recycling Austria AG to bear its own costs and pay those incurred by the European Commission, EVA Erfassen und Verwerten von Altstoffen GmbH and the Bundeskammer für Arbeiter und Angestellte, including costs related to the interim proceedings.
