Lodging documents at the General Court

Documents in direct actions should be lodged electronically through the Court’s e-Curia platform by representatives of the parties. Representatives are advised to consult thoroughly the Rules of Procedure and associated texts before lodging documents. Applications for legal aid may be made without the assistance of a lawyer and lodged by post or in person.

Under Article 19 of the Protocol on the Statute of the Court of Justice of the European Union, all procedural documents and any other case-related material must be submitted to the General Court by authorised “representatives”. These include

  • agents appointed by EU Member States, States of the European Economic Area (EEA), the EFTA Surveillance Authority, or EU institutions
  • lawyers authorised to practise before a national court in an EU or EEA Member State
  • university teachers, who are nationals of an EU Member State with a recognised “right of audience” under their national law

Representatives must submit these documents through the electronic application e-Curia, which is mandatory for all direct actions before the General Court.

Other submission methods for direct actions – such as post, email or physical delivery – are only permitted in certain cases provided for by law, namely when the use of e-Curia is not possible for extraordinary circumstances or when the volume or the nature of the document make it impossible to lodge it electronically.

Applicants for legal aid

Individuals who wish to apply for legal aid must submit the legal aid application form at the Registry, accompanied by the necessary supporting documents.

This form is available on our page on General Court procedure and must have the applicant’s handwritten signature. No other form will be accepted.

If you are not represented by a lawyer, you can submit your legal aid application form either by post or by physical delivery to the General Court. The address is

References for preliminary rulings transferred to the General Court

References for preliminary rulings that have been transferred to the General Court are treated in the same way as at the Court of Justice. Once the reference has been transferred, documents can be lodged by e-Curia, by post or by physical delivery at the following address:
