Who will be your team?
The main mission of the Information Technology Directorate is to define, based on the institution's orientations and priorities, the information technology strategies to be initiated, and to develop a modern, state-of-the-art infrastructure in the fields of computing, telecommunications, and multimedia. The Data Management team’s mission is to ensure trusted, accessible, and well-governed data across the organization by establishing and operating a comprehensive data governance framework, through robust master and reference data management, data quality, and integration processes.
What will your contribution be?
We are seeking an Enterprise Data Specialist to help us strengthen the reliable, scalable, and efficient management of data integration and processing within the Court:
- Driving the implementation and rollout of the Unified System of Records (USR) and related data solutions (e.g., data warehouses and data lakes) to support business operations, interoperability, and evidence-based decision-making.
- Designing, developing, and maintaining data integration and orchestration capabilities, including ETL/ELT pipelines, APIs, real-time data streams, and batch processes to ingest, transform, and deliver data from multiple heterogeneous sources
- Configuring and managing scalable and compliant data storage environments, including on-premises and hybrid cloud data platforms, while ensuring reliability, performance, security, and data protection through access controls, encryption, and anonymization mechanisms.
- Strengthening data governance and system usability by implementing metadata management practices (catalogues, lineage tracking, business glossaries) and integrating advanced technologies such as AI components and semantic models into judicial data systems. • Ensuring sustainable delivery and operational excellence through testing, performance monitoring, documentation, stakeholder collaboration, reporting to management/PMO, and oversight of external service providers and contractual activities.
Are you who we are looking for?
Basic qualifications:
- Be a national of one of the Member States of the European Union (EU).
- University studies of at least 4 years attested by a diploma or University studies of at least 3 years attested by a diploma plus appropriate professional experience of 1 year.
- Degree in Computer Science, Statistics, Engineering or a related field
- A thorough knowledge of one of the EU’s official languages and a satisfactory knowledge of another. For working reasons, a good knowledge of French or English is required. Working English level is mainly needed for collaboration with software editors and support teams.
Desirable qualifications:
- 6 years’ ICT experience, incl. 3 years in data management, integration, architecture, modelling, metadata, transformation, and open data standards
- Experience in data orchestration (ETL/ELT, APIs, real-time/batch, lakes/warehouses); Oracle, SQL/non-SQL expertise; architecture tools/frameworks (e.g., Power Designer, TOGAF).
- Experience with cloud and hybrid data architectures, enterprise data platforms (e.g., Informatica), streaming (Kafka) and AI, analytics or data science pipelines.
- Certifications (e.g., DAMA, TOGAF, Informatica) are an asset; experience in team coordination and regulated/international environments is desirable.
