Visit of the High Court of Cassation and Justice of Romania
On 5-6 October 2026, a delegation from the High Court of Cassation and Justice of Romania, led by Adina Oana Surdu, President of the Second Civil Chamber, visited the Court of Justice of the European Union. They were welcomed by Koen Lenaerts, President of the Court of Justice, together with the institution’s Members from Romania: Octavia Spineanu-Matei, President of Chamber at the Court of Justice; Ion Gâlea, President of Chamber at the General Court; and Mirela Stancu, Judge at the General Court.
The visit took place in the context of the close and longstanding relations that the Court maintains with national courts of the Member States and provided an opportunity to further strengthen judicial dialogue.
On Monday 5 October, the delegation took part in a number of working sessions with Members of the Court of Justice, covering
- the importance of dialogue between judges in light of the rule of law and EU values
- the dialogue between national Supreme Courts and the Court of Justice of the European Union, in light of the recent case-law concerning the obligation to provide reasons when a supreme court decides not to refer a question for a preliminary ruling
- Article 47 of the Charter of Fundamental Rights of the European Union (the right to an effective remedy and to a fair trial) and Article 6 of the ECHR – convergence, autonomy and the limits of the harmonisation of case-law
These sessions provided an opportunity for the participants to engage in discussions, exchange views and share their respective experiences on matters of common interest.
On Tuesday 6 October, the delegation attended the hearing of the General Court in Cases T-848/25 and T-30/26 Glock v EUIPO. They also received a guided tour of the Court’s buildings and met again with President of Chamber Gâlea and Judge Stancu.
