Biography and career
Born in 1979 in Attard (Malta), Ms Andria Buhagiar studied at L-Università ta' Malta (University of Malta), where she obtained a Bachelor of Arts (BA) in Law and Philosophy in 2000, a Doctor of Laws (LL.D.) in 2003, and then a Magister Juris (M. Jur.) in European Union law and comparative law in 2004.
Admitted to the Bar in Malta in 2004, Ms Buhagiar began her professional career at the Office for Fair Competition, part of the Consumer and Competition Division of the Maltese Ministry of Competitiveness and Communications, where she worked until 2007.
From 2007 to 2019, she served as a legal adviser in the Office of the Attorney General of Malta. In this capacity, she acted as Malta’s agent before the Court of Justice of the European Union and represented the Maltese government in numerous proceedings before that court. As part of her duties, she also represented the government before the Maltese courts in disputes concerning EU law.
At the same time, from 2008 to 2012, she taught EU competition law and intellectual property law at L-Università ta 'Malta as a visiting lecturer and sat on examination boards for dissertations on competition law.
In 2020, Ms Buhagiar was appointed Deputy State Advocate. In this role, she acted, in particular, as the Maltese Government’s principal legal adviser on EU law and as Malta’s agent before the Court of Justice of the European Union.
At the same time, Ms Buhagiar sat on the Committee for Advocates and Legal Procurators of Malta. In this capacity, she participated in the examination of questions relating to the organisation and exercise of the legal profession, contributed to reflections on the ethical and professional standards applicable to legal practitioners and took part in work aimed at promoting the proper functioning of the administration of justice and compliance with professional standards. She held those posts until 2026.
She was appointed as a Judge at the General Court of the European Union on 7 October 2026.
