Directorate for Human Resources

The Directorate for Human Resources is responsible for all aspects of human resource management at the Court of Justice of the European Union. It ensures that the Court can rely on suitably qualified and competent members of staff, from diverse geographic and cultural backgrounds, to carry out its mission. It oversees recruitment and career progression, and designs and implements the staff learning and development programme. It also manages salaries and other payments and implements measures to ensure staff wellbeing and a healthy work-life balance.

Organisational structure

The Directorate for Human Resources is organised into four units.

  1. Talent Selection: This unit oversees the recruitment and selection of staff, as well as internal transfers and mobility. It provides career advice and runs the Court’s traineeship scheme.
  2. Working Conditions: This unit is responsible for occupational health and social assistance. It designs and implements measures to safeguard health in the workplace and promote staff wellbeing. It coordinates different measures that facilitate work-life balance, , part-time work, parental and family leave.
  3. Talent Development: This unit designs and implements the professional training programme. This programme covers, in particular, the linguistic, legal, IT and managerial fields. The unit also supports departments that are undergoing major organisational changes. It handles staff reports and procedures for certification and promotion.
  4. Administration of Entitlements: This unit manages the financial rights and payments of salaries to Members and staff of the Court. The unit also handles reimbursements for missions undertaken by Members and staff and establishes the retirement rights.
