Born 1958 in Bologna (Italy), Lucia Serena Rossi studied at the Università di Bologna (University of Bologna, Italy), where she obtained a degree in law in 1982 and, subsequently, a doctorate in European law in 1989.
Alongside her thesis work, she was employed as a legal researcher from 1982 to 1987 at an Italian research institute. In 1985, she was admitted as a lawyer in Italy.
Ms Rossi held, from 1991 to 1994, the post of Assistant Professor of International Law at the Università degli Studi di Urbino (University of Urbino, Italy) and, from 1994 to 1997, that of Associate Professor of International Law. A member of the teaching staff at the Università di Bologna, she taught international and European law at that university as an Associate Professor from 1997 to 2000. Appointed as a Professor of EU Law, she has given a course on that subject at the Università di Bologna since 2000, while at the same time teaching public international law and private international law at that university.
She has contributed to the dissemination of EU law at several other universities: she was a visiting professor at université Robert-Schuman (Robert Schuman University) in Strasbourg (France) from 2000 to 2008, at université Nice Sophia-Antipolis (University of Nice Sophia Antipolis) (France) in 2004, at université Paris 1 Panthéon-Sorbonne (Paris 1 Pantheon-Sorbonne University) (France) in 2008, at Boston University (USA) in 2014 and at King’s College London (UK) from 2005 to 2015. As a visiting lecturer, she also taught at Tōkyō daigaku (University of Tokyo, Japan) and at Universiteit Gent (Ghent University) in 2004, and at the University of Denver (USA) in 2002 and 2009. In addition, she is an author of several publications.
Furthermore, Ms Rossi was, from 1998 to 2018, Director of the International Research Centre on European Law at the Università di Bologna. Having held, from 2009 to 2010, the office of Vice-President of the Italian Society of International and EU Law, she was, from 2011 to 2013, a member of the Joint Managerial Committee of the China-EU School of Law of Zhōngguó Zhèngfǎ Dàxué (China University of Political Science and Law, China). From 2014 to 2018, she was on the Governing Board of the Academy of European Law (ERA) as a representative of the Italian Government, which appointed her, from 2014 to 2017, as a legal adviser in the Department of European Policy of the Italian Presidency of the Council of Ministers.
An author and a co-author of numerous legal publications, Ms Rossi has also been a lecturer at the College of Europe in Bruges (Belgium) and at the University of Luxembourg since 2019.
